That’s “fanous Ramadan”, the lantern of Ramadan, one of the symbols of the holy month of Ramadan where some Muslims in the past used it to light their ways and then it was linked with Ramadan, the holy month in the Muslim calender.
The title, “Ramadan Kareem” is an expression we say in Egypt in the beginning of Ramadan.
